Allen West Seeks Investigation Into Deerfield Beach Housing Authority

Chalk this one up as a "plus" for Rep. Allen West -- he's asked the acting inspector general of the U.S. Department of Housing and Urban Development to launch a "full investigation" into the Deerfield Beach Housing Authority.

For those keeping score on the local government scene, Deerfield's housing authority has been under scrutiny by citizen activists for a long, long time -- most notably by Chaz Stevens.

"It has come to my attention by several sources that there may be criminal issues involved in the conduct of the Deerfield Beach Housing Authority," West writes. "These issues may involve nepotism, bid rigging, and procurement violations."

The City of Deerfield Beach had hired Kessler International, a forensic auditing firm, to look into the actions and procedures of the housing authority.

Kessler completed the audit in February, no thanks to the housing authority.

According to Kessler, the housing authority refused to hand over documents crucial to the audit, which Stevens says includes a request by Kessler for "Bank Statements for Deerfield Beach Housing Authority for 1/1/08 to Present."

Pam Davis, executive director of the housing authority, told the Pompano Pelican, "As far as we knew, we gave them everything they requested."

But Kessler says in that request for bank statements, not only did the housing authority not turn over information detailing two bank accounts but the statements they delivered to the firm also had multiple timeline gaps. Kessler also contends it didn't receive a listing of small purchases it requested, nor did it receive a listing of offers, quotes, or proposals handled by the housing authority.

The point of undelivered documents was also explained within Kessler's report:

During the review of the records, it was observed that the date for these offers/quotes/proposals ranged from April 2009 to November 2010. The way in which these records were provided give the appearance that these records were haphazardly put together, resulting in Kessler attempting to organize and piece together the records in order to establish a proper chain of events. Furthermore, proposals from the DBHA requesting such services were not provided, hampering Kessler's ability to analyze the records thoroughly.

In Rep. West's letter, he says he's alarmed about the possible waste of taxpayer dollars, which is furthered by Deerfield Beach Mayor Peggy Noland, who has said she's ready to get rid of everyone on the board of the housing authority.

"I am very concerned that there has been a misuse of taxpayers' money by the Deerfield Beach Housing Authority," West writes. "In this fiscally constrained environment it is incumbent upon federal agencies to ensure that federal funding is being used appropriately."

This is a pretty big victory for Stevens, who's been chiseling away at alleged -- and sometimes confirmed -- corruption in Deerfield Beach.

Stevens tells New Times he was able to reach out to West through his friendship with local conservative radio host Joyce Kaufman.

Although Stevens is a self-described socialist/genius, he says he has a great relationship with Kaufman due to her diligence with local politics and corruption.

Is Kessler International a sole proprietorship? After reading other reports is it just one person conducting this investigation. Why doesnt the city use a credible firm to conduct the investigation so that more results can be achieved. Anybody have any info on the firm and company size or previous work?

Congressmen (their offices, anyway) do that every day.  Always have.  Its part of the job.   It schmoozes the voters, and deflects the whackjobs.  For a while, anyway.

Any self respecting, truly dedicated, ambitious, hardworking whackjob gadfly has a folder full of letters sent to their congressmen, along with the congressman's punt to another federal agency letters and response letters to the gadfly.

Most gadfly's carry their congressional correspondence around with them at all times, usually  in their shopping bag, wrapped in aluminum foil for protection from cosmic rays.

This idiot is a rank amateur gadfly.

So why didn't Captain America West barge into the offices of the Deerfield Beach Housing Authority and shove a loaded rifle up in the faces of the board members and make them confess? That was his M.O. in Iraq, which got him almost a dishonorable discharge when he attempted to intimidate an Iraqi policeman into revealing some info the poor guy didn't even have. If Mr. West is a war hero, then so were Lt. Calley and his platoon at My Lai. Obama shouldn't have much trouble carrying Florida next year, running against West and Gov. Skeletor.

As much as I would like to commend West on this move, and I will, at face value, but I am also inclined to believe it has something to do with placating his Tea Party buds.The DBHA, for all appearances, seems to be as corrupt as the day is long, so I hope the US HUD investigation does what the local municipal government has refused to do.

Who would have ever imagined Chaz Stevens working with Congressman West? Why me of course. While I might disagree with Mr. West's national political views, I have complete faith in his desire to build a better local community for all who live here.

Joyce Kaufman has proven to be an absolutely invaluable asset in my effort to battle corruption. She is at the top of a very short list of folks who are willing to lend a public hand.

I am very thankful that Mr. West and Joyce Kaufman have joined me on the tip of the spear.  In the end, we are *all* Americans.

Actually I hated parrots first. They squawk mindlessly, get attention anyway they can, shit where they eat, and just mimic what others say, without any semblance of logic. Once I compared Tea Party folks to parrots, based on them having the same traits, I decided they weren't worthy of any love either, because what Tea Party types do best is parrot the party line.

While serving in Taji, Iraq, West received information from an intelligence specialist about a reported plot to ambush him and his men.[11] The alleged plot reportedly involved Yahya Jhodri Hamoodi, a civilian Iraqi police officer.[11] West, who was not responsible for conducting interrogations in Iraq and had never conducted or witnessed one, had his men detain Hamoodi.[11] In the process of detaining Mr. Hamoodi, soldiers testified that Mr. Hamoodi appeared to go for his weapon and needed to be subdued.[11] Hamoodi was beaten by four of his soldiers from the 220th Field Artillery Battalion on the head and body.[12] West then fired his pistol near Hamoodi's head.[11] Hamoodi then provided West with names and information, what Hamoodi later described as "meaningless information induced by fear and pain."[11] At least one suspect was arrested as a result, but no plans for attacks or weapons were found.[11] West said "At the time I had to base my decision on the intelligence I received. It's possible that I was wrong about Mr. Hamoodi."[11]West was charged with violating articles 128 (assault) and 134 (general article) of the Uniform Code of Military Justice. During a hearing held as part of an Article 32 investigation in November 2003, West stated, "I know the method I used was not right, but I wanted to take care of my soldiers."[citation needed] The charges were ultimately referred to an Article 15 proceeding rather than court-martial, at which West was fined $5,000.[11] LTC West accepted the judgment and retired with full benefits in the summer of 2004. Asked if he would have acted differently if under similar circumstances again, West testified, "If it's about the lives of my soldiers at stake, I'd go through hell with a gasoline can."[13] After Colonel West was relieved of his command, an interpreter said that without his presence the region he previously oversaw became more dangerous and chaotic.[11
