UPDATED: Superintendent Jim Notter to Step Down

​UPDATED: Embattled Broward Schools Supt. Jim Notter announced today at the end of the board meeting that he is retiring from his post at the end of the school year. It's the first step in bringing real credibility back to the board (despite its blue-ribbon panels and other nonsense) after the grand jury report slammed him and the School Board for their inept and corrupt ways. The writing was on the wall for Notter as new School Board members, led by Patti Good, were taking steps to do a special evaluation that could have led to his forced ouster.

Below is the blog post I wrote this afternoon before the announcement that has a rather appropriate ending.  

-- At yesterday's Broward School Board workshop on the budget, felon-appointer and racial slur-spitter Ann Murray said in her thick Boston accent that she had identified the "caan-suh" that was causing all the corruption at the district.

It's not the School Board members like her, she opined, but district workers on staff.

That's right, they want to privatize the facilities department with contractors. These two discredited elected officials want to bring in private contractors -- and possible campaign contributors -- to come in and make more public profits by actually now running the schools and overseeing construction.

Let the fox take over schoolhouse, so to say.

Mind you, the Statewide Grand Jury report largely pinpointed School Board members, Gottlieb prominent among them, as the root cause for the mismanagement and hundreds of millions in wasted taxpayers' dollars over the past five years. Unfortunately Murray, by her own admission, didn't actually read the full report, so maybe she still doesn't understand that.  

But Murray's irrational conclusion is that because the School Board members haven't been there, it can't possibly be the School Board members themselves who are the problem because they haven't been there for decades.

So it's got to to be the staff, she says, perhaps forgetting that she spent her career as one of the staffers in the School Board transportation department.

Buried in a Sentinel article on the workshop meeting yesterday is this quote from Murray: "It's quite clear that this

[facilities] department has continued to be a distraction." 

A distraction from what? From the slow-motion rape of taxpayers by special interests who make puppets out of the School Board members?

In this same staff are the whistleblowers who testified before the grand jury and have been crying foul about the political machine that pressures them to build unnecessary schools with their favorite contractors (and campaign contributors) that have wasted hundreds of millions of taxpayers' dollars and left the board $2 billion in debt.

Of course, the real constant through all those years has been the lobbyists and contractors who make puppets of the School Board members with their massive campaign contributions, hoity-toity head-spinning award dinners, jobs for family members, etc. The construction heads change as the need for scapegoats arises.

This fish is rotten from its head (the lousy politicians), not its tail (the School Board workers charged with carrying out a criminal and dysfunctional board's corrupt and inept mandates). 

The cancer, in short, is the likes of Murray and Gottlieb -- and because they have been stung by an independent grand jury, they want to eradicate those who had the gall to call them out on their horrendous policies.

And these two holdovers from the worst school board in Florida history -- show me a worse one and I'll qualify that later -- want to bring those special interests into the board to run the facilities and construction departments.

Call it the next big scam -- after all, the special interests can't pay themselves, can they? 

It is the most audacious and arrogant proposal we've seen yet from the derelict board. So what does Supt. Jim Notter -- who is incredibly still sitting in his seat of power after being slammed by the grand jury -- say?

He says it "makes sense that we seek significant change in how we're organized," according to the Sentinel report.

Well, there's one staff member who needs to go -- along with at least two more School Board members.

If all the world is a stage, the State of Florida must be the platform from which spring the plays -- most of which have had no artistic merit. (See the BECON production, made for the children of this school district, starring Jim Notter, cast against type, in the lead role, with garish motorcycle momma board members hitchhiking their way as groupies.) Whatever the H*ll has been playing as entertainment from the Broward County School Board, it looks to have had an extended run in this county. The same empty scenes, with no uplifting character, appear night after night, day after day in Broward County. The only thing that changes are the names of the players, with their different monikers. But, they continue to play the same retreaded scenes. The way that it appears that these scenes have been staged is to have the minimum amount of participation, while the audience has been tricked into believing that they have a participatory role. Regardless, the entirety should be shut down, and should be found to be nothing more than bad theater.

The audience has been tricked into believing that they are responsible for the hiring (and granting of moneys, perks, & outrageous benefits) of the cast members. In reality, those actors who take on the paid (with generous perks & benefits) roles are interviewed by few people (although all of the people must contribute to the liberal wages paid). In Broward County, Mitch Caesar (and those sycophants chosen to surround him) break down the abilities of the actors, and those affiliated with Jim Greer and his acolytes might have had a hand. Mainly the control for the placement of the actors in Broward County is one-handed, although the audience believes differently. (Read about the pseudo-democrat in Bob Norman’s articles.) Not only does the audience (as taxpayers) believe that they have control over all production rights, but they believe that they have found a way of bringing in actors through a competitive method. In actuality, those trying out to be cast members are whittled down way before any audience member has a say (and most are never heard of or seen).

As stated, with Mitch Caesar and Jim Greer (or another of his ilk) seated in the chairs of command, you get what you pay for. So, what is it exactly that the audience members have bought in? A person with democratic acting chops is rated by Mitch Caesar, and he ferrets out the best to make a pick from what remains, of the actor that will best listen to his direction and understand who the actor’s agent and business manager really are. (Think Stacy Ritter, Cindi Hutchinson, Anne Murray, and crew as the hand-picked, to be the best that the democrats have to offer.) A person with republican acting chops is rated by whoever has been chosen for that hatchet job, wherein this chairperson then ferrets out the best that has been offered to find (from the remaining) the most malleable, most willing to take-to the stage & direction with other hand-picked members. (Think Al Lamberti and his association with Benjamin, Wheeler, and Frey, as those who will do best for the republican party, affiliation notwithstanding.) What a sickening scenario, although it does seem that because the economy has soured, the people are really starting to finally review the pretense that had been thought of as the reality.

Florida seems to have grown weary of the continuing same-like productions of the past & present, that have cost the citizens a bundle. However, the run in Broward County is not yet over, because those, like Mitch Caesar, do not want to relinquish the hands-on control of running the entire scene. Thus, the play may get tweaked, and the actors may change -- But, it is the same ole, same ole that continues its extended run. Why should anyone expect any different performance to be given? There have been no penalties for the run of bad theater. So, why fix what ain’t broke? It may continue, and with the retirement of Jim Notter, Broward County might merely hire another similar character to finish out the role Jim Notter had undertaken for so many years.

What exactly is that role, you ask? This is the backdrop to the staged performance of Jim Notter, who looks to be going out in style at the taxpayers’ expense, as so many are -- which are as prima donnas holding a big sense of entitlement, while the vast majority of the citizenry pay for (but never themselves enjoy) these entitlements & benefits because we, the spectators, have been hoodwinked into believing this to be the only play in town -- thus, worthy of the outlandish payments made for a limited amount of skills. Although, I suppose these actors are worthy of some form of payment for making us believe that they are real live human beings full of compassion and empathy for their fellow human beings, while in reality they are nothing more than charlatans -- that is if any are found to have a heart and actually be a part of society, not of the living dead -- of an undertaking of pure evil.

Just imagine that, at one time (pre-Notter & those associates, whether making appearances as newbies or seasoned professionals holding the equivalent or unchanged positions) the magisterial government of Broward County actually did have the money to pay for all that was needed for clean governance -- but, instead of living within its means, the county borrowed massive amounts of money (in the name of the county and all of the other 66 counties of the State) to pay for what a few lead-players in Broward County thought they could get away with and then some with a star portrayal of neediness. An act of bad theater (although constantly attended by audiences since it was the only show in broward-town for the bored spectators) is what seems to have occurred with a 2-billion dollar boondoggle that may have been what lead to the closing curtain of the long-running play of criminal antics & public corruption. At least in broward-town, Jim Notter’s act has been diminished and a Grand Jury report might lead to a thorough State investigation of the misspending or money laundering involving billions of dollars of State bonds (rather than a lack of a multitude of arrests, which arrests had been denied the Grand Jury, because of the meddlesome & mediocre actions by the local State Attorney).

In the meantime, I am truly amazed that the residents & citizens from other areas of the State have not come down hard on what has happened to them because of the greed of one county. If this is a State debt for the building of schools, it looks like there is no more opportunity for other counties to benefit from any bonding program that would assist in building necessary school structures in their counties. It seems Broward County may have gobbled up all of the available money to construct unnecessary buildings (that the local county taxpayers will only have to pay 100% for the maintenance & the upkeep), leaving the other counties in a position where there is no benefit whatsoever for their residents & citizens (although they are also indebted for the construction).

It is unbelievable that the State of Florida is going to let Jim Notter retire and not take away his pension & retirement benefits. It is amazing that the FDLE or the feebs have not helped in drawing up the design used by Notter that would force him to pay back that which he helped steal. Where are the charges against this criminal, which would force him to pay restitution, fines & penalties for the crimes he committed (or aided & abetted others in committing), and loss of any more of the public’s taxed dollars (he might try to exploit in retirement)? Why has he not been investigated for his role in the manipulation of the moneys (or protection blanket) involved in that 2-billion dollar enrichment scheme that was covered-up by pretending the (bonded-debt) moneys were only used to build schools?

So, I say to Jim Notter -- EXIT stage left, and do not attempt to find your way back into the community & our good graces. All entry-ways will be blocked, to prevent your unwanted return. We do not need nor want any other performance, from such a greedy, arrogant, sanctimonious, yet ignorant sloth such as yourself. There are no more pigeon drops or schemes where the (taxpaying) audience members will allow themselves to be taken. Go play for an entirely new crew in H*ll, where your acting abilities, steeped in larceny, greed, lies, & deceit can be enjoyed, by mirror images of yourself. HOWEVER, before you leave, reimburse us for those dollars you took from the State treasury & local coffers and make repairs to that which you have damaged. Then, immediately depart. DO NOT PASS GO, AND DO NOT COLLECT $200 OR ANY AMOUNT OF OUR SPARE CHANGE. Leave and don’t let the door hit you on your way out.

Let's not forget that Murray has a son in the construction industry and Dinnen has a brother in the custodial supply business and I have a sister in the whore house.

Seems to me that since we cannot trust a school board, any school board perhaps we should try life without one!!!! I don't care who gets elected, sooner or later they turn based on self interests and/or higher political motivations. Just look at the head "guidance counselor"! If you look up "piece of shit" in the dictionary you will see her picture.

I heard the whole nonsense workshop and can't wait to see what extent any of them will go to save money. The one who hates the afros and loves the "N" word all of a sudden talks like a "goodnick" but she is just one of the wild hogs that was running around Plantation Acres.Will they take a look at all of the "do nothings" who run in place all day long and still get a paycheck with benefits. One example: Take a look out at the task building on West Oakland Park. I cannot believe that they have this grimey looking character that considers him self to be a mechanic to fix buses hanging out on this loading dock doing nothing all day except playing with the computer and he brags about it. He had the sun sentinal write an article about how he is a whistle blow. This must be so that he can play computer all day long an when they try to fire his ass he can say it is cause he is the whistle blow!

This is a good first step. However like any sewer pipe clogged with sludge the entire school board needs to be flushed. Doesn't matter how culpable each party is the fact is these crimes occurred on their watch. If any of them had any honor they would have retired in shame with their heads down but that won't happen.

Maybe about to resign Commissioner of Education Eric Smith could be considered. From what I read there was a national search performed when he was appointed and he appears to have a very reputable past of being a former school superintendent. Certainly, the pay would be more than he was receiving in Tallahassee. He also has a doctorate degree.

What they ought to outsource is the School Board. Or cut the obscene salary for their part-time job and make the prerequisite for getting elected have something to do with having the right background and interest in educating children instead.

If you look closer at the past, you'll see that SB member Carole Andrews (deceased) was the strong member at that time and she supported the former superintendent each and every time. Kraft could barely contain herself until Andrews was gone and within one meeting had worked to have Frank Till removed (not that he didn't need to go!). Then, with Notter in place she had it easy. He was just happy to have a cushy job with a big paycheck. He couldn't do the job and had no real idea of what was going on. He also had no agenda for making things better, other than to do whatever Kraft wanted. A real symbiotic relationship - one living off the other. Now that Kraft is gone, the School Board is doing what it always has done. Another member is emerging as the go-to person - looks like Murray is getting the most press - and now the game is on. Just watch what they do about getting a new superintendent.

The big change has to be at the School Board and how people get elected to it and why. Otherwise, they will never change. After all, this old way has been profitable to the school board members - or at least the one who is able to put themselves on the top. The rest just go along for the ride (and the paycheck and the opportunity to move up to a bigger and more profitable government position).

I've been getting emails from other counties warning about hiring their former superintendents. They have nothing good, to put it mildly, to say about their formers. They make a good case as to why the Board must not hire a headhunter to round up the usual suspects, as they have in the past, but for someone totally out of the vendor and political loops but with a successful business background.

Suggestion: How about a committee, establishing and using objective criteria, comprised of stakeholder in the community drawn from various sectors, who each have the background and credentials to add value to the process. Place ads in the NYT, WSJ, Journal of Higher Ed, NEA.

That's a great idea. There's likely to be a pool of highly qualified candidates, too, since the kind of person that's needed is the kind of person who stands up to corrupt pols and contractors, hence may be out of work. It would be important to watchdog committee selection, though. Otherwise the entrenched bad guys would pack it with puppets from their ample supply, regardless of iffy background or inadequate credentials.

A cancer in an organization, Ms Murray starts at the top. If the top leadership is honest and has a set of ethics, the organization will mirror that. If you have nepotism, cronyism, stupidism, etcism in the school system it is because it has been fostered by the same actions from leadership: can you say Board Members Murray?

Notter was and continues to be a loser. He is quitting not because of the loss of confidence in his leaderlessshipness, it is because of the hostile cllimate that has become so dominant in the state.

Finally that piece of shit Notter is leaving. How about taking Gottlieb, Murray, Bartleman, Dinnen, and Williams along with him. And once they are out please have them indicted for corruption. In China corrupt government officials get shot behind the head and their family has to pay for the bullet. There should be some critical cost analysis of outsourcing the Facilities and Construction Management Department and the Building Department. The Building Department outsourced inspections, plan reviewers and building code officials to private contractors and the Broward County Building Department. Initially, the Broward County Building Department's inspection staff could not pass tests relating to public school construction code requirements. Broward County was given a million dollar contract a year for 3 years along with 2 other private firms. Broward County Building Official now states he does not have enough staff to take over the School Board's Building Department. Would it be too much to ask to advertise publicly and hire a qualified, honest Building Official, clean house in that department, get rid of the dead load and the least knowledgeable inspectors, update the building code library which hasn't been done for 5 years, prepare policies and procedures for the department and start enforcing building codes without being supervised and monitored by Facilities and Construction Management. Fake attempts to make the Building Department independent have been a complete busts. When the School Board stops hiring previously indicted Building Officials, unqualified building officials who file false applications for their licenses and starts taking this position seriously, there may be some hope. There are knowledgeable inspectors there. Those that have a provisional inspection license should be required to take their certification tests within 30 days or leave. They either know or they don't. The private firms have been charging $600 a day for a plan reviewer, $1,000 a day for a building official. To begin with, there are too many personnel in both departments sitting around because of lack of projects. The "bumping" clause in the Union contract has not worked. No one should be guaranteed a job the rest of their lives just because they get one. What happened to "at will" hiring which allows the Board to hire when the personnel are needed and then lay them off when construction is down. The Director of Contracts is not qualified to write construction contracts. Anyone who writes a construction management at risk contract when there is no risk and no benefit to the District, with contingencies funds for change orders, doesn't know what he is doing. An Acting or Temporary Associate Superintendent of Facilities as well as the head of District Maintenance who does not enforce building codes for either department needs to go to. Individuals who were supervising the installation of portables should not be responsible for a major educational construction project as a project manager. The Senior Supervisor of Facilities and Construction Management Project Managers was supposed to retire years ago - what is he waiting for. He hasn't worked a construction project for 30 years. He was the project manager on Cooper City High School, the one that is structurally unsound. He also was the project manager on a school in Weston that was filled with mold and mildew because the floor elevation of the Media Center was lower than the outside ground elevation and the water was able to come in during a rain storm. Lots to do, maybe this is the start. It is not necessary to throw out the baby with the bath water. It is necessary to find the best instead of your best friend, your relative or someone you want a promotion for. The consequences are too dear to settle for less. Mold and mildew caused too many cases of autoimmune diseases to children, teachers and staff. Wasn't that a good example of what went wrong with the Board? It looks as if it can't be covered up any longer. Carter was fired from Miami Dade County Schools. He and Lindner came from JM Industries and I understand they did not leave with glowing reports.

The proactive direction now is who would be best suited for the best Superintendent of Broward County. Someone for the Children. I have worked in the schools. Hands down we need to beef up the education grade Pre K-grade 3. Small groups especially in Math!Reading! and One on One help! This is where a College intern Teaching program could be established. College kids could be brought in to earn college credits by working individually with students on a regular basis.

I look at the Board members like Jen Jen and think of the millions of dollars squandered and her e-mails to that "Banker". I look at Murray and aside from her racist remarks, she's a very common stupid person and she'll have a say about how the money for schools will be spent. They both should be removed. They're bringing down the integrity and honesty of the School Board. Remember Teachers are still having to buy basic supplies for their students out of their own pockets. Robin, Jen, and Murray are in Grandstanding mode as they spin doctor the cut job process in the hopes of saving their own jobs come election time. We all see what rats they really are. Had they not been asleep at the switch spending our money on unneeded construction projects, Broward Schools would not be financially strapped!

Robin was on the attack today as she attempted her cross examination of departments who have major cuts in funds and personnel. Robin knows these departments are working with bare bones staff yet she act like McCarthy on a witch hunt. Shame on you Robin you are a big disappointment to all!!

Trailer –Trash Murray aims to eliminate departments by outsourcing all of them to her contractor friends. She and Jen Jen are obvious and need to resign now. The district is in the financial mess because those remaining board members spent the district into a mess. Any cuts should start with them first. Murray is just stupid and how this racist ever got elected blows our minds. Meanwhile has anybody looked at BECON.. While kids will have to go without ART, MUSIC, GYM, LIBRARY, and other valuable school programs taxpayers fund a useless TV station that no one watches. Sell BECON, their land, equipment, transmitters, and their TV license(s) collect $100 million dollars. $100 million dollars would keep the district whole providing a better quality education. BECON is a NOTTER pet project. Sell it now!!

Disappointed, you are 100% correct about BECON!

Last year, after Notter & Co. appointed their three-headed Integrity Committee, before the first of three public meetings held with the community -none south of the airport or east of I-95- I sent out an email to other Broward civic activists I know and trust, as well as to a handful of print and TV reporters (inc. Bob) and asked a simple question: Given that we already have resources just sitting there at BECON that Broward taxpayers have already paid for, in order for BECON to justify their existence -and actually provide some outreach for what what reputed to be a very important matter at the time- why can't BECON send their cameras to the site of the meeting so that the meeting could be televised LIVE. or, on a taped-delay basis with several showing a day over the following week.It seems SO obvious a solution and would show a real commitment to doing the right thing for a change so that more people could see it?

Well, I hardly need mention, do I, that NONE of the three meetings was televised by BECON, the meetings got ZERO coverage on the local 11 o'clock TV newscasts the nights they took place, and there were hardly any members of the public in attendance because they did such a piss-poor job of promoting them.

That lack of common sense and insight into how to satisfy the beleaguered Broward taxpayers was totally in keeping with that committee of necessity. whose very website was a joke and largely consisted of printed newspaper stories and a lot of self-congratulation.

By the way, I was at the Murray & Gottlieb fiasco on Hollywood Beach last month and trust me, you had to be there to get feel the FULL sense of their grand sense of entitlement and level of condescension towards the Broward taxpayer, with many of their Montessori Mom pals in the crowd cheering them on. .It was appalling -yet entirely predictable!

I mean look how long it took the Herald to mention the Murray racial animus story after Bob mentioned it the previous week, or how completely invisible the Herald was for MONTHS on the Ed Marko replacement story? Asleep at the switch in the editors desk.

It speaks volumes for how badly the South Florida press corps covers Education issues and public policy in the year 2011, save Bob, Buddy Nevins and 2-3 others.The local press coverage and the lip service given to it is as embarrassing as what is and isn't being reported.

Let's not forget that Murray has a son in the construction industry and Dinnen has a brother in the custodial supply business. I wonder if either of them have ever done business with the school system? Anybody care to chime in on that?

AmSan sound about right? Maureen, perhaps you could shed some light on the subject. I think her brother went from a salesman to VP in the past few years. If anyone can verify this it would be a public service.

Don't believe Murray's bullshit when she says it was other Board and other Supers. Guess who was Assistant Superintendent all that time? Notter could not pull this off by himself. Don't believe getting rid of him is enough. It's just a small start.

Notter is part of the problem. He provided cover for too many people. Those people included staff, board members and business community people. The real interesting part is that Notter could have held out to be fired and, per his contract would have been paid equal to the highest paid vocational principal. The fact that he didn't do that or hold out for a big severance payout speaks volumes. That means that Notter was either going to fired and those who wanted him out would challenge the validity of that clause or Notter could clean the plate before he goes and give the new superintendent a clean slate.

Be on the look out for many resignations in the vocational technical area, upper level administrators on the educational side and upper level business side.

The real problems reside within the agendas of the old school board members. They need to be rattled and shaken (not stirred). There will be some who run into trouble sooner than later.

I think that there is a chance that things can be cleaned up but only if the new participants are as pure of heart as can be and must not aspire to a second, third or fourth term from the beginning.

School board members screaming that they weren't around to have created the problem do not seem to get the fact that they ARE HERE NOW to implement a solution. By not doing so (and by engaging in the activity of The Machine), they are, in fact, the problem.

Even getting rid of Notter, which is necessary, will not competely address the problem, which is the system itself. Deflecting onto Notter and lower level staff is a band aid, and the problem persists.

One reason I am SO OPPOSED to this privitization idea is that it is really a creation and function of The Machine, where those who will benefit are among those running things now.

Anyway: Don Jimmy gonzo is a start. Too bad they can't all be picked off like fleas. These processes take way too long, frequently make their "statement", then peter out and normalcy (as we know it in Broward -- alas!) returns. Sigh.

Any arrest today? I got a feeling one was coming! But alas this is broward, he's probably turning state evidence. One of these days somebody has to go down. Unfortunitally it will be a peon. Who had nothing to do with anything. By the way PARKLANDMAN you need some help!
