Vice Mayor's Brother Hits Up Lobbyists for Biz

​So what do you do when your brother is elected to the City Commission?

Why, you go to political events -- like a meeting of the Broward County League of Cities -- and then start hitting up the lobbyists and contractors you meet, making sure to name-drop your brother's elected position.

It's called influence peddling, and sometimes it's all in the family.

Inside, read an email from one elected official's brother to a host of influence peddlers. 

When Frank Paul Cangemi's brother, John Cangemi, was elected vice mayor of North Lauderdale, he set out to capitalize on the connection. 

So, at his brother's invitation, he attended political events with the vice mayor, gathering connections with lobbyists and government contractors looking for city business.

​Then he solicited them to hire him as a cigar roller at their hoity-toity events. Below is an email brother Cangemi sent to a host of movers and shakers in Broward's political world, including Waste Management's Tony Spadaccia; lobbyists Candice Ericks, David Sigerson, and Vinnie Grande; engineering firms Kimley-Horn and Chen and Associates; FPL executives; even Rothstein Rosenfeldt Adler attorney Howard Kusnick (it was sent out just weeks before Scott Rothstein's implosion). Pembroke Pines Mayor Frank Ortis -- a lobbyist himself who is very cozy with influence peddlers and government contractors -- was also on the list.

When I asked Vice Mayor Cangemi about it today, he initially claimed he couldn't remember. 

"I'm not aware of that," he said. "I can't remember that. You said it was 2009? Well, that's two or three years ago." 

When I told him it was only a year and a half ago, he said, 'Well, you're blindsiding me right now because I know my brother better than that. I'm really not aware of it." 

His brother, Frank Paul, remembered sending the email and said he couldn't remember if he told his brother or not. 

"I've been doing my cigar-roller events for 15 years, and I'm the vice president of the Southeast region of the National Association of Wedding Professionals, so it's just my nature to look and touch bases with people I meet," he said. "I'm never meaning to cause any harm, just to mix and mingle. I overstepped my boundaries? Aye yay yay, I didn't mean to." 

He said he didn't believe that he'd actually gotten any business from the solicitation, though he said he would check to make sure. 

Interestingly, Vice Mayor Cangemi also recently -- out of the blue -- announced at a city meeting that he wanted the city to piggyback on Miramar's new garbage contract with the firm Waste Pro, which would have negated the need for the city to get competitive bids. 

Cangemi is usually a proponent for competitive bids. I asked him who told him to try to go with Waste Pro. 

"I can't talk about that; there's a cone of silence," he said.  

I informed Cangemi that the cone of silence was for lobbyists, not the media, and that he had permission to speak to me about it. So I repeated: Who told you to go with Waste Pro? 

"Nobody," he answered. 

He came up with it himself? 

"It was out on the street, it was in the media, it was on the website," he said. "I just asked our city manager to look into it." 

Maybe so, but this one needs watching.

Well now I have to read Finnegans Wake. Ok. Back to Comm.Dubose be careful how you spend taxpayer money. You missed one trip and it cost us the tax-payer almost 400.00 bucks. i still do not see how him going to denver to attend the National League of Cities benefits us here in Fort Lauderdale. I mean he spent over a grand to go. We paid for everything from the taxi rides to the hotels plus we paid his meals. League of Cities is great but let them compensate the elected offical not us.. Correction though is Rodstrom and Seiler stated that nite that they would see how much they could give him but not all their monies as well(stands to reason). City Comm.Rodstrom makes a valid point in she says she doesn;t like to travel on the Cities dime, she feels she can do more for her Constituents by staying here in Ft.Lau. Mayor Seiler basiclly said the same thing. again Comm.Dubose be careful and choose wisely what you spend our money on and what events you want to participate in.Again how does the League of Cities Convention in Denver benefit us????

Bob, as much as I respect your writing I have a question. Since this article is about Cangemi why do you find it necessary to take a shot below the belt at Frank Ortis? It seems that you are harboring some sort of animus towards him without any specific accusations, even to the point of publishing unflattering photos of him and his wife. As a Pembroke Pines resident I find Frank to be very much a champion for the City of Pembroke Pines.

I agree with Goldilocks 100%-It's not the cigar rolling business(You can't make this stuff up), it's the way he bandies his brothers name and position about in that e-mail. If that's not a classic act of influence peddling I don't what is. The Vice Mayor should speak to his brother and have him stop all association with his name to further his business.

Well its seem to me the League of cities is pretty poular lately on OUR DIME. Bob I pulled Ft.Lau. City Comm. Bobby Dubose travel records after by his own admission last Comm. meeting(mar15) states that he depleted his travel monies. He was appointed to the Broward league of Cities . then he makes it to the state league etc . Then get this congrtats first he makes it to the national League of Cities. He goes to the national League Of Cities in Denver. Spends over 1000.00dollars on a 4 nite saty at the Hyatt(but of course) runs up a big bill. Comes back to Ft.Lau and gets reimbursed for the entire trip. Ok so now I live in Ft.lau. how does this enrich my life or more importantly the lifes of his Constituents??. No wonder he is broke and depleted his travel money(2300.00-mind you plus there's extras-call me i'll fax/email you Bob) Spends all this money who we pay for mind you, and yet the scary thing is he announces this in his Comm. reports and the Mayor(Seiler) on down say they can have their travel monies because he's doing a great job. For who? how and why are we benefiting from him going to Denver(on our dime). And what these newly elected polticians can't stay at a Day's Inn?? Hell no as long as we are paying for it.Then reward Comm.Dubose by offering their travel monies. Trust me he'll take it .Unreal....

PulpCan you really think of much if any corruption that has come ouy of North Lauderdale over the years. With a poor tax base, they really have done alot of good and long range planning compared with the other, much wealthier Broward municipalities. I know this is about someone's brother, but WTF? P.S I like Mayor Seiler. I recently watched an episode of County Line where he and Clay Shaw were talking about Ft. Lauderdale's planed Birthday celebrations. I found them bothto be very pleasant and enjoyable men.

I wouldn't go that far...but I think he's really trying his best to do the right thing for the City of Ft. Lauderdale. Ilike him. It's not an easy job pleasing everyone. I'd be very disappointed if it was found out he's just as corrupt as any of the others.
