Whistleblower's Open Letter to Education Commissioner

Schools inspector Michael Marchetti has been exposing corruption at the Broward County School Board for more than a decade, risking his job in the construction department at every turn. Most recently, he filed a lawsuit against the board, numerous individuals, and six school-building firms looking to recover millions in taxpayers' money they have wasted.

You'll remember that Marchetti was mistakenly believed to have been behind Broward Cleansweep when the "extortionate attempt" was made to shut down that anonymous activist's Facebook page by a political consultant. We have our well-founded suspicions as to who that consultant was.

Now Marchetti has written an open letter to Florida Department of Education Commissioner Eric J. Smith demanding more investigation. Read it inside.

Dr. Smith,

I am a long time whistleblower within the District; in fact, I am the School Board employee along with my wife who was threatened with their jobs and criminal prosecution by a political operative identified in the Grand Jury Report. This fact has been well established in news accounts of the actual extortion attempt as it unfolded. My alleged crime was to be mistakenly identified as an individual critical of the School Board. I was hoping that the latest Grand Jury Report would have finally exposed the Board, Mr. Notter, and his senior managers as corrupt to the point that they would realize that they could no longer lead this organization, and they would resign. In fact the language and tone of the report is clear and validates issues that hundreds of honest employees have brought forward for years to an administration now exposed as organized to eliminate and or marginalize such attempts.

As of this writing morale is at its lowest point and the entire organization is nearly paralyzed as rumors of layoffs and cutbacks are circulated again by those most responsible for our financial condition. Those same leaders who last year used the financial situation to eliminate many of those who had the audacity to speak out about the waste and mismanagement, while not one of the senior managers most responsible for that waste and mismanagement were held accountable. As further proof of this incredible arrogance as recently as last month Mr. Notter was prepared to promote others who had played key roles in this financial boondoggle. Now the Board and Mr. Notter are telling us that they are the ones who are to provide a plan to move forward.

I don't want to over-dramatize this situation but with worldwide current events as they are you must see the irony in their plan. It is apparent that the Board would have us believe that those leaders identified in the report and accused of malfeasance, misfeasance, and nonfeasance are the most qualified to lead us forward and out of the repressive culture of corruption they themselves established. It is beyond ludicrous and only serves to reaffirm how out of touch with reality these so called leaders are. Mr. Notter claims to be a "data nut" and a proponent of the Sterling management concepts. The precursor to any "Sterling" attempt to implement a new plan is to first involve all stakeholders. Yet as of this writing Mr. Notter is held up with his senior managers alone crafting a response to the Grand Jury Report, the Florida Department of Education, and a new plan to move forward. Conspicuously absent from these planning strategies are those rank and file members who risked their careers to expose the activities of these very people.

Based on last year's purge of those who spoke up it doesn't take much imagination to envision what we can expect from Mr. Notter and his new plans. The simple fact is Mr. Notter cannot face us because he has gone too far to ever regain credibility and he knows it. The simple fact is this Board and Mr. Notter have lost institutional control or they would include us. As stated by you by law your agency's Office of Inspector General is required to investigate if the School Board is "unwilling or unable to address substantiated allegations made by any person relating to waste, fraud, or financial mismanagement within the school district." The Grand Jury Report clearly established the grounds for such an investigation and the Board's and Mr. Notter's inability to include all stakeholders in any improvement strategy gives us no hope going forward. I am asking that you send the Inspector General to investigate this Board, Mr. Notter, and his senior managers. The children, taxpayers, and those employees committed to real improvement for this District need your help now.

How do you explain the other individuals testimonies before the Grand Jury that confirmed what Marchetti has been saying? Certainly he was not the only one testifying and I would be willing to bet you were not called.

For all you "halleluja" guys and gals out there who believe the word of one Mike Marchetti, and who feel that he speaks the gospel, ask yourselves some questions.

1) In all his years with the school board, just exactly what has he produced other than the twisted truth? He has not completed one project for the district, in maintenance, facilities or in the building department and yet his salary is in the $90,000 range.2) why did he leave the Miami-Dade County school board?3) what exactly does he hope to gain from suing the contractors, other than money?4) we all know more layoffs are coming - did he turn whistleblower again to protect his job because his seniority is running out?

Sure there are many things that need to change at the school board, and in the Facilities Department, but is this the way to get things changed or is it the way to stir up the taxpayers with half truths and out and out lies, thereby providing him with a layer of smoke? Don't believe everything you read.

Yes the board members need to stop interferring; yes the superintendent needs to stop micromanaging and yes the facilities department needs to start being accountable for their projects, but the majority of employees in facilities care about the kids, and about doing a good job.

What do you think he hopes to gain from suing the contractors...I think I heard he has an interest in standing up for the taxpayers and children...do you know something different? Okay folks if you'll indulge me I'll give you one more piece of insight. Now, most of the nay-sayers and casual followers believe that this situation is more of the same for BrowardTown. I am going to tell you all why this is different than any other time in BrowardTown history. I starts with two words...Ed Marko.

Marko was the leader of the pack from inside the school board and had the connections, not ability, to weather any storm that the many boards and superintendents faced on his watch. But notice that Marko is gone. So too is the protection that he provided the boards and superintendents. In fact, my money is on Marko spilling his guts at this very moment.

Notter has been in charge of responding to grand jury reports in the past and they all turned out to be an inside (Broward) joke. There is something different about this one. There is something dreadfully different (if you are in the current clique of the school board and hand picked administrators). The county, state and feds have all been offended by the arrogance of the current administration and the prior board. Yes that includes some of the current board.

What will happen next? Well let's look at the clues. The state, who stood idly by while the most blatant waste of taxpayer money was thrown around like Mardi Gras beads, has suddenly taken an interest in getting a very quick response from the board and administration. What does that mean? They are trying to quickly rewrite history and become victims of the BrowardTown scammers. Will it work? No, they were complicit. They looked the other way because of the money and influence of the same people the local electeds and appointeds were smitten with.

Now, the only way for everyone involved to truly establish a sense of restitution is for the current administration and the lingering board members to suffer. It is, unfortunately, not because it is the right or just thing to do, but because it will squelch the masses. The masses, who were recently educated by many brave souls out here on the Pulp's forum, have seen the real vile mechanics of the waste machine and now want to "feel" justice. It is like a battered woman, for many years she will accept a heart felt, tear jerking apology until she finally realizes that the jerk is only using acting skills to prolong the abuse. She then determines that the feared life of loneliness (created by the mental abuse of the significant other) is a better option that the certain physical and mental abuse. Cautiously, she enters the unknown, only to find that there is life after that jerk. So too shall the taxpayers in BrowardTown. It is unfortunate that without a more attentive second chance, history will repeat itself.

Prediciton: Notter will keep his word that he "has no plans to resign". Result: his plans change when the board throws him out, if only as a sacrificial lamb (although we all know better). Better news: his minions will be exercised like the demons they have become. Some will be rehabilitated, but most will just flounder until they are left with no option but to leave. Nothing encroaches on a leadership vacuum like the realization that leadership has not even been experienced. Many lifetime educators will be forced to look in the mirror and see what Notter has turned them into. They will only have themselves to blame.

The state attorney's office, the FDLE and the Feds will all walk away with some trophies and the new game of "Chinese firedrill" will commence to see who will assume control of the organization...think about third world African nations after many years of tyrannical rule of the Europeon occupiers. The group in power during the occupation is now the hunted. That is a sad but realistic possibility. That is why many will resign upon news of Notter's final disgrace. It will be sad, but it will actually prolong their careers.

Newly elected board members will enjoy a few years of peace until the realize that they too have been corrupted despite their vigilance. Why? Because people hear what they want to hear. They all want to hear how relevant they are and how much impact they will have when history is written. That is the weakness of the elected official. They read their own press when it is good and deny it when it is true.

The landscape is changing rapidly and will result in many oldtimers being proven wrong about the old familiar "much adue about nothing" attitude. BrowardTown will soon see the most profound change in any of our lifetimes. Will you be ready to seize the day? Or will you go back to looking forward to the next American Idol episode while the corruptors slither back into town? It is truly up to you. History has proven it time and time again.

Good Night BrowardTown and do not loose your momentum. It comes but once in a lifetime.

While working at the School Board I observed rampant government corruption. I worked with Michael Marchetti and always gave him credit for having the balls to speak up. Mike is a good guy. But I think he’s wasting his time. The Machine will find a way of beating his ass. I’m among the lot of administrative employees in the Facilities and Construction Management Department that got axed last summer, in 2010. I was lucky enough to find another job after they laid me off. Most of the others weren’t that lucky. I truly believe that the community needs to keep demanding that the Feds and the State continue investigating into the gross mismanagement that has caused the Broward School Board to teeter on financial ruin. The administrators at the top are either woefully ignorant or unhesitant liars. You can decide for yourself, I already know the answer. Accountability and frugality apparently have no meaning to most of the elected officials and salaried bureaucrats at any level of government, and especially at the School Board. The exception is people like Mike Marchetti.

The time I spent at the School Board was enjoyable. However, it was also a wake up call to all the faults government can create. Working under Michael Garretson (former Deputy Superintendent of the Facilities & Construction Department) was a pleasure. He was a good man, but like all professional bureaucrats he had his flaws. However, I don’t think he was corrupt like some have tried to insinuate in former blogs. Keep in mind that he took over the Construction Department at a time when construction was booming and he was responsible for getting projects moving and completed. And that he did! He was a no-nonsense get things done type of boss. He made decisions quickly and logically because he had to. I think his biggest flaw was that he tried to please too many people. The new guy running the Facilities & Construction Department is an arrogant former navy sailor known as the “captain”. Of the little time I worked with him (before he fired us) he acted as if his past military experience gave him a license to bully people. He tried to make it look as if he was on top of his game, but he was just as clueless as the other top administrators. Just another ex-military “John Wayne”. I saw him once in an auditorium in front of hundreds of pissed off parents and students make a complete ass out of himself. As the head of the Maintenance Department he was making a speech and gloating in front of a crowd about how he had repaired an auditorium ceiling grid but a couple minutes later was ridiculed by a high school student pointing at missing ceiling tiles right in front of his face. I have to admit that evening we had a good laugh.

Working for the School Board, was a wake up call on how prevalent government “subtle” corruption can be as shown below:

1. Falsifying documents: The Director of the Contracts Department was falsifying documents to favor certain Contractors when they came for review at the selection committees. He was editing and removing negative comments written by Project Managers which could dissuade committee members from voting for certain Contractors. No one wanted to do anything about it because they were too afraid of losing their jobs. It was brought up to some Board Members and top administrators who didn’t do anything about it because most of them were “in bed” with the same Contractors. These selection committees and their minions were using these methods to provide justifications as to why they kept hiring the same companies repeatedly.

2. Nepotism and Favoritism at the interview process: Interviews were conducted in front of panels of 3 to 4 Administrators. The candidates were made to believe that the interview process was impartial but what really happened was that a candidate had already been chosen ahead of time. That candidate was almost always from within the “machine”. The way the interviewers got around this “impartial” system was by using pencils (pencils have erasers) and after the candidates had left the room the scores were changed to favor the “friend” they wanted to promote. Incompetent people got promoted this way and are still employed. I pity the poor schmucks who came to interviews in the hope of getting hired at the Broward School Board for administrative positions. 9 times out of 10 they would miss out. And who would get hired? An incompetent bureaucratic who had been clawing his way up slowly to the top of the system. A large percentage of the administrative employees don’t even have degrees, or if they do they obtained them from “basket weaving” degree low tier Universities (i.e., Nova, Barry, St. Thomas, Phoenix, etc…).

3. Lying about degrees and qualifications: The Broward School Board has a written policy of asking for proof of college degrees or qualifications (i.e., licenses). You used to be permitted to submit unofficial college transcripts with your job application when you initially applied for a position. However, once a candidate was hired he was never asked to follow up and provide official transcripts to the Broward School Board. The reason for this was because a large percentage of Administrators lied about their college backgrounds or credentials and doctored their transcripts. This was recently changed but the administration still refuses to go back and review people’s credentials because they know too well what would happen. They would have to fire a large percentage of their friends or family which are the one’s they try to keep. Try asking the Human Resources Department to provide you with proof of their administrator’s college degrees and qualifications and you’ll be in for a surprise. They’re all in cahoots.

4. Administrators accepting gifts from Contractors: Some administrators employed in the Facilities and Construction Management Department were accepting gifts given by Contractors for many years. In return, these same bureaucrats routinely pressured staff under their supervision to approve all sorts of financial documents including change orders for their preferred friends, these same Contractors.

5. Board Members pet projects: Board Members would routinely call administrators and request them to initiate pet projects. These projects got designed and eventually got scrapped because they were no longer feasible. I saw millions of dollars get wasted this way. There are too many examples to enumerate. If you have the time just go to the Records Division at the Facilities and Construction Management Department and you’ll find this information. Or ask to speak to former Project Managers.

A post in the Daily Pulp once said: “look a little deeper and you may find a continuing conspiracy of protectionism, cronyism, collusion that transcends a period of 20 years or more at the Broward School Board”. I hope the examples above have shined some light on some of the irregularities I observed while working for the School Board. I tried bringing these problems to light while working there. Instead, I got my ass laid off last year and the dead wood is still working there. Best luck to you all who didn't get laid off and who know your shit and who are now in company of the “turds in the punchbowl”. I’m sorry to sound so gloomy but these are my views. The cuts that took place and that are going to continue taking place at the School Board and in all other governmental areas are in my opinion needed. We are in a depression and a depression in an economy is like a hard freeze in the winter: it kills off the parasites. But it really sucks when you’re a parasite, don’t it?!

FYI, something I forgot to mention. The Stirling training was a big fiasco. The whole Board, Superintendent and the Department Heads flew north to be trained for a week. Every department head spent 2 days hearing how things were going to change and work together. Till had heard Pinellas County had won a large award for instituting the Stirling program. The training was all we received. I cannot recall one instance where Stirling was actually used with any success. It was interesting to meet Vice Principals and Principals and find out about the teaching issues. I was told that books were changed almost annually for the same classes. Educational teaching methods were changed constantly without ever evaluating whether the previous ones were successful or not. Educational publishing lobbyists also have the Board member ears, not the teachers, principals or vice-principals.No one has brought up the fiasco of the purchasing software program that was purchased in 2005, which was for a manufacturing company. Millions were spent for this program but the School Board had to hire additional personnel to rewrite the software to adapt it for School Board use. Miami Dade County purchased it after Broward, dropped it and sued the company because it did not work. Broward kept trying to adapt it. It still doesn't work. Another lobbyist at work.

Please don't tell me that this is the. "Stirling Report" that so many municipalities are using to advise their constituents of how wonderful they are. Please, so that our cities are not using tax dollars to promote their wonderfulness. I have been reading 56 of you comments. What will it take to "inspire" our community to stand up and say they won't take it anymore. If we can recall our Board members, let's get busy. Norman Braman was able to organize a recall election, what do we need to do to recall those Board Members who have no clue.

I, too, was a whistleblower against the School Board. I, too, notified everyone in the state government, 60 Minutes, Dateline, 20/20 - 0 response from all. The Attorney General's office and the Inspector General's office said they could do nothing. The Commissioner of Education at the time was Charlie Crist who did not respond to my letter. I wrote to the Construction Licensing Board, the Department of Education, the Florida Building Commission, the Building Officials Association of Florida. What does this tell you? IF WE WANT CHANGE, WE HAVE TO DO IT OURSELVES. I just recently received an e-mail from Ellyn Bogandoff who was the only state legislator that responded to my e-mails regarding the Grand Jury Report. She stated she thought there was little the legislators could do in Tallahassee, even though I mentioned a new law might be beneficial since the public servant law had expired. I reminded her we would accept an Inspector General here to supervise the actions of the Board until this mess is cleaned up.

Would someone explain to me why our community is willing to accept this corrupt behavior of the individuals responsible for educating our children? The Board and the Superintendent are counting on their naivity. Unless you have been in this system, no one can imagine the flagrant disregard and disrespect of the law, the harassment, the discrimination and the nepotism that occurs every day. I have tried to change the system, just in my small area with what I thought was supported by the laws of the State of Florida only to find little to no interest in enforcing them or creating laws to punish this behavior. Sixteen or more years of our School Boards repeating the same behavior and getting the same results as indicated in the results of three different Grand Juries with the same results is INSANITY.

What do we have to do to recall these people? If we do recall them, what next? Will a new Board get rid of Notter and find a qualified individual who is not corrupt to run it with TRANSPARENCY?

I am not willing to provide any more philantrophic donations through my property taxes to the School Board without accountability. It's time to stop.

Didn't realize what a low common denominator was inhabiting the blog these days!As to Karnack, I stand by with what i said the other day. For those of you with intimate knowledge of the inner workings of the School Board, etc , and have "broken the code" of Karnack speak, congratulations! I wish you many happyhours luxuriating in it! However, for the vast majority of us "outsiders" to read Karnack is like plowing thru a morass of quicksand. It is laborious to get any traction of understanding.

"Personae" is plural. If one person can have a cyber persona, why should Karnack not have one? The oracular form in which he makes his perceptive and useful comments is appropriate to the subject matter: it draws attention to the abuses being cryptically described and alerts outsiders like me to watch for additional examples; to heroes like Fly on the Wall, jad, and many others, not all of whom post here, it must provide vindication and a ray of hope.

Many have used the forum provided by the Pulp to air the buried secrets of the current regime in Broward. For all of you who think that is only the school board, think again. Most already know that the machine is an intricate web of state level electeds, lobbyists, vendors, state, county and local community activists who make the wheels go round and round. We have exposed how it works. For now let's stick with the school board and its corrupt design.

The board members all appoint activists and citizens to the school board committees. Those activists and citizens are usually unwitting participants in a complex plan. Others are very well aware of what they are doing. The board members get the heads up from the Tallahassee lobbyists and activists regarding the latest earmarks. Then the board members and their support teams; usually lobbyists and their vendor clients, start to weave pieces into discussions during official meetings regarding needs and problems. When the time is right, a situation is used to exemplify the "need" for certain goods or services. Then the board members and lobbyists go into action.

Bids are advertised and awarded to the originally hatched vendor, who has paid the highest bid to a lobbyist with the board's ear, and then the bid rigging begins. The methods used to procure the goods and services are not recognizable to the "real" business world, but who are they to complain, they are in or hope to be in the near future.

So a "need" is discussed for, oh I don't know, let's say new playgrounds. The board then gives their committees the "opportunity" to discuss this with "community" input. Then guess what happens? The committees come back with the exact recommendations that the board and lobbyist wanted to hear. What a coincedence. Then top dollar is paid for the goods and services and the board always relies on the fact that the records show that the committees brought the recommendations forward. Get it? They have managed to keep their own fingerprints off the deal publicly. Why do you think so many of the community activists and citizens eventually graduate into elected office? Think Gallagher and Wasserman-Rubin for a moment.

Now tie this into the grand jury's findings that the board has been corrupted by the lobbyists and contractors. Wait, Neil Sterling was a board member...then a lobbyist. Lieberman is a commissioner and a lobbyist. Kraft is a board member who sleeps with a lobbyist. Wow, suddenly the line just got very blurry. Luckily it only strengthens the argument.

Think about the grand jury report identifying the appointed district advisory counsel guy who worked on board members' campaigns. Then the guy, on his own, decides to go out and try to silence a voice for the people. That makes one wonder if these are community activists on the committees or "plants". I would at least offer that some are genuine and caring. They just don't seem to matter in the bigger "business" picture.

So now you can see how the money flows down from the state, with a complex network of lobbyists, activists and electeds tracking the funds, and then when the time is right an emergency pops up and the money has to be used for certain programs to benefit the "children". The board members are just good listeners who take advice from their committees who really represent the voice of the "community" right?

Well the grand jury undressed all of those shenanigans and it is up to you all to fill in the blanks, hold them accountable and support people like Marchetti. He may be one of the only things between blissful ignorance and an educated public. I would remind you all that if a Marchetti existed within the walls of the Scott Rothstein ponzi scheme, some people might still have their money and some of those attorneys might still have their dignity. But the forces of oppression and the lure of greed silenced, otherwise decent people. Do Not let it happen here.

Write to Rick Scott. Write to Eric Smith. Write to 20/20 and 60 Minutes. Contact the state attorney's office and let them know that you expect them all to do their jobs.

Most of all, thank people like Marchetti and the Pulp. They showed honor and courage in the face of extreme danger. Let that be a lesson to all of us cheerleaders. Sometimes the world needs more soldiers and a few less critics.

Karnack says very eloquent as always Scorekeeper. Karnack says now that you have their attention let’s really broaden their horizon. Karnack says does it make sense now as to why the puppets can’t quite get their arms around ethics reform. Karnack says while they debate if selling Girl Scout cookies are a potential conflict they have no problem voting millions out the door to their lobbyist friends. Karnack says while they vote for bridges to nowhere, airports with no planes or passengers, and jet engines that are not wanted, they want you to believe that it is those greedy unions that are to blame for our financial demise.

Karnack says they actually have brother pitted against sister over one having a pension and the other not. Karnack says imagine the nerve of that person working for 30 and expecting to have a pension. Karnack says wait a minute we are still in America right. Karnack says shouldn’t we all be fighting to have a pension we can count on. Karnack says have we gone that far over the edge being consumed with winners and losers. Karnack says don’t we all want to win. Karnack says the line has been drawn in the sand and the revolution began in Wisconsin. Karnack says the oil companies are making billions and corporate America has two trillion in cash profits that they are sitting on but those damn greedy unions are killing us. Karnack says quit crying and pay your taxes or line up with the rest of workers and hope you can get a decent job. Karnack says good luck with that one.

Karnack says if you want to take benefits away from the people who serve you, you need to come to the table with ethics reform with teeth and criminalize those offences. Karnack says you need to come to the table with term limits and get back to serving the public instead of yourselves. Karnack says only then will we really know how far or tax dollars can go. Karnack says we will not give up our pensions because you puppets refuse to stop paying the corruption tax. Karnack says until then you puppets can expect to see us in the streets. Karnack says that train has left the station.

I hope his letter doesn't fall on deaf ears in Tallahassee. I really don't have much faith in them giving a real hoot. If they did, they would have put some teeth in the inquiry, and not just a bunch of accusations without any names attached.

I remember when the School still did the Sterling thing. I wonder if Notter and the Bored ever attended the training. Suffice it to say, they sure as h___ don't practice what is taught by Sterling, but then they are the "leaders' so why should they listen to the people who actually make the organization work.

For Notter to actually say that they would investigate their own corruption and then think that this is sufficient is proof enough that they are so far out of reality and into their own little power thing, it is amazing.

I will be interested to see if they get a large showing at their "meeting" on Tuesday.

i agree. See with me the thing was before i went to feds id had a few murder attempts dog killing and much more so i didnt have anything to lose!! The cop that asked me to write my life review down in a book and bring it to him did me a great favor cuz i figured it all out then:)
