• As a former Fed Ex employee: courier, customer service agent and someone who did damage claims and address corrections, somebody in the US gov't needs to tell the Guatamalan gov't that they should read the TERMS before they agree to ship. Fed Ex does have the RIGHT to INSPECT any and all packages for any reason! Now, if it couldn't be delivered, they obviously open it to see if there is an address inside so they can correct the address and then redeliver it. They can open the package as per their agreement with the shipper paying for the package to find a legit address. If not, return the package to the sender. All passports are property of the issuing country. The United States uses private contractors all the time to handle administrative duties in big agencies, including our own passport services, so it should not surprise you that another government would use a private company to do the same.
