UPDATED: City Worker Punished For Failing To 'Acknowledge' Mayor

A Deerfield Beach city employee has been suspended from work for failing to say hello to the mayor.

It sounds like a joke but it's true. On Monday, Deerfield maintenance worker Cassandra Moye was given notice by her supervisor, George Edmunds, the acting Director of the Parks and Recreation Department, that she was being suspended from work for two days without pay.

Seems Moye passed Mayor Peggy Noland and had the audacity not to say hello.  Here's what Edmunds wrote about Moye's Monday morning in a city memorandum regarding the encounter with Noland:

On Monday, August 3, 2009, at approximately 9:00 AM at the North Pavilion the disrespectful attitude you displayed to the Mayor was unacceptable. The mayor indicated that this was not the first time that you had not acknowledged her when you came into contact. This type of behavior will not be tolerated and is detrimental to the department. Your actions have caused irrevocable damage to the welfare of the department and your fellow workers.

Get that? Irrevocable damage. It's traumatic for any mayor not to be acknowledged by an underling. What good is it to be mayor if your minions don't suck up to you? (Answer: None at all). Edmunds -- judge, jury, and world-renowned authority on social etiquette -- goes on to write that Moye has been "found guilty of acts which amount to insurbordinatioin or of disgraceful conduct."

Apparently Moye hasn't always been such a menace to society. In fact, just a couple years ago, she was hailed as a hero. On April 17, 2007, the city bestowed upon Moye a certificate of recognition for rescuing an elderly woman from a burning car at the B'Nai B'rith apartments in Deerfield.  At the time, she said she just acted like anyone would have under the same circumstances.

But Edmunds, who only recently took command of the parks department, has determined that Moye is a bad seed. He tacks on a note in his memo claiming Moye is "antagonistic in his attitude toward supervisory of fellow employees." I'm not sure what that means, but Edmunds also writes that Moye has been "criticizing orders or rules issued and policies adopted by his supervisorsor so conducts himself as to interfere with the proper coordination of employees of the City to the detriment of efficient public service."

Cassandra, of course, is a "she," but who can be concerned with such minor details when the very foundation of the city -- law, order, why, the municipal chain of command itself -- is being threatened? Moye was suspended immediately and is due to return to work tomorrow. In my opinion, that's not enough. The woman refused to salute the mayor and sometimes complains about the city's policies? Forget the suspension, I think it's time to bring back the the firing line for this one. Or the guillotine.

Moye told Elgin Jones over at the South Florida Times that she accepted her punishment without getting with her union first because she was frightened for her livelihood. "Times are hard and I was scared," she said. "The were talking about firing me and I don't have a million dollars in the bank and my family needs to eat."

Yes, well, Ms. Moye, you should have thought of that before you decided not to bow before the mayor.

[The city today actually decided not to suspend Cassandra Moye for not saying hello to the mayor on Monday morning. In a memo yesterday, Edmunds clarified that Mayor Noland didn't request the punishment and that he's reducing the punishment to a written reprimand. Translation: Noland began to see this as a political negative due to the media attention, which was only going to grow, and she decided to nip this baby in the bud. WoW , now you have the maintance police. I am speachless about this one. Some times people get fired for acknowledging the presence of their employer. They sign contracts not to make eye contact. Do not think I would want to live in Deerfield. Just another example of public servants gone amuck. The Mayor should remember that the postion they have is for public service not personal elite(ism) . Like people do not have enough problesms now they need to make sure they acknowledge the elite with a bow or curtsy. I really feel for the lady suspended. People have really lost their minds.

Wow, what town wouldn't want to be known for suspending a worker doing their job and not stopping to say hi. In a time when we complain about Senators and Congress not doing their jobs, employees are suspending for doing theirs. Edmund should be fired, how can there be any respect for him after this royal blunder and stupidity. Is his an elected position there, or was it given to him by the Mayor.

It is obvious that you have no clue, to say that all of Deerfield Beach was sickened by this story only proves that you are wrong. If you can prove to me that you have received the signature, address and name of every citizen of Deerfield Beach to prove that all of the city is sickened, than I will give you a public apology. However, before the apology comes I will double check to make sure that you are not commiing fraud! So until you can do that you are the type of person who is part of the problem, not the solution. However, I do appreciate the fact that you obviously don't like my opinion or you know that my opinion has more merit to it than yours. You see I get both sides of the story and than I find the truth. I don't come into a comment already hating someone who has never done anything to you. She does just fine in that area all by herself and up until this incident I have only heard good reports about this gentleman and his efforts to help the people of The City of Deerfield Beach (employees and residents). I also heard that some people are trying to play the race card. Well, I am an African American and I know that racism is real and it still exists, but its not all ways about race. Sometimes is its about character, personality, work ethics and attitude. I think that Cassandra has got away with so much that it has finally caught up to her and now that she is being reprimanded she wants to cry wolf. She earned her punishment and its wrong of her to go after other peoples jobs when she knows she steps out of line when ever she feels like it. Its bigger than just not speaking to the mayor. No matter if you’re the supervisor or a worker, if your not willing to do your job and interact with the others around you (superior and equal) then it causes separation between co worker no matter what position you hold. I know some one is going to read my Blog and think that I may have some type of personal vendetta against Ms. Moye but I don’t. In fact we’re like family and I really care about her, but wrong is wrong and its high time someone start putting her in her place and also show her the errors of her own ways when it comes to being polite, respectful, and addressing personal issues and concerns about work related issues.

Was Moye "disrespectful, insubordinate, rude, and out of line"? Well, according to the memorandum, signed, scanned, and linked to in the story, the beginning and end of her heinous conduct was as follows:

"The mayor indicated that this was not the first time that you had not acknowledged her when you came into contact."

That's IT. The other two paragraphs are cut and pasted from the city's personnel rules to illustrate exactly which rules Edmund imagined that lack of a "hello" to be violating. And that connection, cited by Edmund, prompted by the mayor's direct complaint, strains logic beyond the breaking point.

The bottom line is, that Moye was suspended for not acknowledging the mayor. That is what is documented and factual; it's not "crying wolf". That the mayor even noticed it is deplorable; that she is vindictive and scornful enough to have mentioned it to Moye's supervisor is reprehensible; that he is such a gormless suck-up toadie as to over-react to the extent he did is an embarrassment to his entire family, gender, and species; and that YOU choose to heap scorn upon the one person who is clearly the victim here is absolutely unforgivable! SHAME on you.

I agree that all of Deerfield Beach was sickened by this story. I don't believe that Mrs. Peggy Nolan formal education or previous job have anything to do with her skills to be a good mayor. But after this incident, she has proven herself unable to run our city (one of two: the absurd fail-to-aknowledge claim or fail to fire Mr. Edmunds' right away). Mr Edmunds was so moronic with his action that,if it's true that Ms.Moye has been a "rude hot head employee with a disrespectful attitude", now the city won't be able to replace her.
