A preview of the public comment period?
On the agenda for tonight's meeting of the Deerfield Beach City Commission, under the heading "Written Requests," there looms an ominous entry: Chaz Stevens will address the city's elected leaders on "myriad topics."

Among the myriad topics posted recently on Stevens' blog, Acts of Sedition, there's a densely technical critique of a local agency's eligibility for a federal housing grant. And there's an homage to the female cameltoe.

The Juice believes - but cannot guarantee - that his remarks will have more to do with the former subject than the latter. By way of a speech preview, Stevens has posted this heavily redacted text -- and Ozzy Osbourne's video "Crazy Train."

In slightly less operatic moments, Stevens has questioned whether the Westside Deerfield Businessmen Association is a legitimate Community Housing Development Organization, a status that was the basis for its winning a $49,000 federal grant to promote affordable housing.

Through a records request, Stevens has learned that the association received its designation as a CHDO based on its providing Broward County a 1995 letter from the IRS relating to its tax-exempt status. He has doubts about that document. In addition, he claims the association has failed to make proper tax filings. Further, he claims that Vice Mayor Sylvia Poitier has a stake in the association.

Expect him to elaborate on these objections during this evening's meeting.

Last week, Stevens sent a letter to the Broward State Attorney's Office asking it to investigate whether Vice Mayor Poitier broke the law when on March 17 she voted to authorize a $30,000 disbursement from the city to the association, a motion that failed. While Poitier disclosed her daughter's role as a director of that organization, Stevens questions whether she has connections to at least two entities that are owed money by the association.
